Rochelle Kelly is a respected and well-known name in the Franklin Parish community. Entrepreneurial business professional with over 20 years of experience. She's the author of several books. She's a graduate of Leadership Franklin. She serves as a board member for the Winnsboro Chamber of Commerce, Special Education Advisory Panel, Princess
Theatre, and Winnsboro Main Street. She is an integral member and contributor to the Rotary Club.
Rochelle is the vice president of the Franklin Parish Black Achievers Organization, where she continues to blaze trails for 

advancement in a professional setting. She received Phenomenal Woman Trailblazer
Award, Community Involvement Leader Award, and Northeast Louisiana African American Community Leader Award. She is a licensed pharmacist assistant. She's certified in Suicide Prevention, Autism, ADHD, Depression, Cognitive Behavior Therapy, Mental Health Awareness, Life Coaching, Psychology, Mindfulness for Children, Mental Health First Aid, Mental
Health Wellbeing for Children and Substance Abuse. She is a trained and certified facilitator for Marijuana and Vaping. She hopes to use her skills to allow her to grow and advance in her career and be a community role model and a cornerstone of hope. After 32 years of working for corporate America at Walmart Home Office as a Regional Health & Wellness Specialist, she retired. She holds a bachelor's and master’s in business administration with a minor in accounting. She is committed to education, empowerment, and fostering a strong network.
